What do people in the military and former military think of the Peace Corps?

Name's a bit of an oxymoron, ain't it?

It's a honorable and self-sacrificing thing to do for a good cause....for most of them. Some of them (those in support roles and not "volunteers") get paid pretty damn good. It was one of the agencies I was looking at for a job after I retired from the military, actually. I use their manuals when I was active duty (and still do) for cultural awareness. Good stuff.

Not really. The Peace Corps Act declares the purpose of the Peace Corps to be:

“to promote world peace and friendship through a Peace Corps, which shall make available to interested countries and areas men and women of the United States qualified for service abroad and willing to serve, under conditions of hardship if necessary, to help the peoples of such countries and areas in meeting their needs for trained manpower.”

I have friends who were in the Peace Corps. They felt the time was worth the effort, though, both were in the Middle East and did not care for the political or religious ramifications of being there.
