Does the Navy offer any sort assistance or workout program for those wanting to enlist but don't meet the weight requirements just yet?

Sure...they send you down to the mess hall and have you fill up on bananas until you're up to
fighting weight. |

Another question will they allow you to enlist with a history of knee surgeries? I guess i could ask my recruiter but i'd rather ask on here first.

If you can pass the PT test and make it up and down all those ladders...then you're ok.
If you're going in with a bunch of physical profiles then you better have a desired skill which is in 'short supply' but...I don't mean (squatty quartermasters) http://www.navy.com/about/ Hafa Adai! |

with the knee surgery, it depends on how bad the doctors at MEPS think of it. im prettysure that if you can complete the IFA (initial fitness assessment: 42 pushups 50 situps and 1.5 miles under 12:30) then they will write a "waiver" for the surgery. as for the over weight thing. all i have to say is run! run daily man. start small, and very very slow. like your jog should be like 9 to 10 inch steps and at a march speed. start there make sure you dont stop till you hit 2 miles. then work your way to 3 miles. then work on your speed and breathing. i would reccomend running 3 miles every other day. more than that and you are putting too much stress on your joints and muscles. i got that from an ionman coach so i think its pretty good advice. oh and dont eat like shit. if its questionable dont eat it. resh veggies, grilled meats. and rice and pasta. rice and pasta only in once cup servings a day. good luck my man.
