According to RUMINT this thing was in the works. Can anyone please confirm? This is something I'd be very interested in obtaining.

Please explain what a EIWS Pin is.Or explain what it has to do with US Navy.

EIWS is a new warfare pin like ESWS or EXWS. Since my post I did find this one link:

Best I can tell these Specialists was at one time all included in Surface Warfare at one time and have been awarded to outside Specialist.Even though we were allowed to wear the Brown Water Pin in VietNam the pin was not approved by the Navy until a few years ago.You do not receive anything for these pins but it shows your pride in your job.
