Question about demotion for Air Force fitness failure|

My commander is trying to demote me for failing the fitness test this past week with a score of "POOR" because my waist was "43", run was 12:54, pu 41 and su 48(my age is 40).
First let me tell you some of my history. One year ago I took and passed the fitness test with a "GOOD" rating. At the time I was in the program with two past failures both as "POOR". The first and second times I went to the HAWK training courses and also on the second fail I got an LOR and placed on a control roster (this expired in Feb of this year). On the third time April of 2005 I passed the test with a 40" waist, 12:15 run and max pu and su. My question is that since I passed the test last year, doesn't that remove me from the fitness fail program. My commander is basing the demotion on the fact that I have been on the program in the past and received an LOR. I thought and was told by the HAWK that if I did fail again, I would start all over again and the commander could take no action until I failed again after 90 days or I missed mandatory aerobics. Does failing one time, mean you now can be demoted or even kicked out the first time you screw up for the rest of your career? BTW I'm dropping my retirement paperwork May 1st. I guess I don't understand how a demotion is suppose help anyone, for me it will be a lifelong stain on my career. Instead the only message I'm getting is we don't care about you! Can someone please tell me what I should do; I have to wait until Monday right now to talk to ADC, since I didn't find out anything until Friday at 5pm.
